In developing countries, the promotion of urban and regional developments is required and properly managing and controlling various urban issues that occur as their economy grows rapidly. We formulate a variety of master plans to contribute to a sound and sustainable development of cities and regions from a comprehensive perspective, such as the community, economy, land use, transportation, environment, and infrastructure. Moreover, in regions with high natural disaster risk such as earthquakes and tsunami, we make plans for disaster prevention and reduction and develop planning for restoration and reconstruction of afflicted areas.

We provide consulting service to formulate a plan for development in the area around railway station and for surface development of industrial park and Smart City.

To enhance the synergy between promoting utilization of public transportation and revitalizing the surrounding areas, as well as to contribute to the realization of sound and sustainable management of public transportation system through development of railways, we formulate plans for integrated development of areas around the station and public transportation, including planning on facilities such as an open space in front of the station and access roads, land use planning and redevelopment project. In addition, we formulate plans on industrial park to contribute to economic development, industrial development, and job creation in developing countries. Furthermore, with our investigation and surveys on possibility of the introduction of Smart City, we contribute to the reduction of environmental burden from the aspect of energy, transportation and environmental preservation, as well as the overseas expansion of Japanese companies that have environmental technology.

Roads and bridges are a cornerstone of transportation and logistics, and sewage system and waste treatment facilities support people to lead a sanitary and safe life. These social infrastructures are most important to be improved to develop the economy of urban areas, as well as to vitalize regions. Moreover, as Japanese companies expand their business to overseas, the demand of industrial parks is increasing. It is not easy, however, for those developing countries to build and maintain such facilities under different social conditions and natural environments without expertise or experience. By making use of our skills and know-how that have been enhanced and developed in Japan, we will provide consulting services for basic design study, detailed design, support for bidding, construction management, and advisories. Thus through the development of such a safe and sound infrastructure, we will contribute to the economic growth and the upskilling of our partner countries.

We support the introduction of new urban planning management and urban development methodology, and dispatch experts, as well as accept overseas trainees to Japan to develop human resources in the fields of urban planning and development.

Developing countries with ongoing rapid economic development has a significant challenge on urban policy about how to implement the development policy and plan formulated in an urban planning master plan. On the other hand, Japan introduced various managements of urban planning, as well as approaches to urban development, and has made improvements to deal with socioeconomic rapid changes, including during the high economic growth period. We contribute to the implementation of urban policy by dispatching experts and developing human resources, utilizing our experience and skills we have gained through urban planning and development in Japan. In particular, land readjustment, which has contributed to the development of cities in Japan, is recognized effective in developing countries, too. We have supported the introduction of development methods and have developed human resources in Thailand, Mongolia, Bhutan, and Brazil.

Practical training sessions on land readjustment project in urban planning are organized for developing countries in South America, Africa, and Asia where urban development has become an urgent issue. We are in charge of practical seminars on business plan and land substitution design among such practical trainings.

Though a delay in the development of social infrastructure is still pointed out in Japan, some of those developing countries are facing a more serious delay in urban planning. With their rapid economic growth, the major issue in urban policy is how to implement the development policy and plan formulated in an urban planning master plan.

Japan introduced various managements of urban planning and approaches of urban development and has made improvements to deal with socioeconomic rapid changes including the one during the high economic growth period. Land readjustment, which has especially contributed to urban development in Japan, is found to be effective in developing countries, too. We have been engaged in supporting introduction projects and human resource development in Thailand, Mongolia, Bhutan, and Brazil.

The population of the Kingdom of Thailand is concentrated in its capital city of Bangkok. Accordingly, an urgent issue in Thailand is to improve randomly developing cities and to promote systematic development of surrounding areas according to an urban planning. Therefore, Thailand is promoting the project on urban development planning nationwide. Japan is dispatching long-term experts for technical support from among the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), prefectural governments and Urban Renaissance Agency through the Japan International Cooperation Agency (JICA). These projects led Thailand to put Land Readjustment Act in force in December 2004, by which full-scale urban development started. We still dispatch short-term experts to Thailand as our technical support to local officials in response to MLIT’s request.
